Not stuff like "stop selling cigarettes". some kind of invention. What would YOU invent, whether it is within reason or not
Mirrors that reflect what you will look like in X years time, like gross skin etc.

A cigarette that would make your penis/breasts smaller every time you bought a packet

I would invent a nicotine remover. it would take out the nicotine in the person's body.
But a good way to really stop smoking is the Silva Method.

brainwashing sounds good, or a drug like anabuse that they use for alcoholics have one for cigarette smokers

I would create an ad campaign rather than an invention. An ad campaign that is directly targeted to hit an emotional point in someone - presenting the downside of smoking in a way that allows the viewer to emotionally connect and have the ad hit home.
While the "Truth" ads are fairly connective to the audience, there's been one to yet "hit home" for some. An example of my point might be the physical damage that a child who grows up around a smoking parent might suffer.
Or heck, maybe a voice that says "You're shortening your life by XX amount of days by smoking this cigarette" every time the person pulls one out of the pack.
